Security: Forms having sections which can be restricted to certain permissions. Merged

I´m looking for a permission setup to be able to prevent sections in Forms to be changed by a group / user, who’s job is to fill in maybe the bottom part, but not the top.

Perhaps the same functionality can be used for Tasks, not sure?

    The same sentiment appears to be covered in FV-I-346 . Would you please review and confirm or provide further detail is this is different?

    Also permissions to add and view comments (both at question level and forms as a hole) to prevent others from reading a dialog between eg. Contractor and Client/Advisor.
