Limit what packages a user can select to issue a task/form to, as at present our subcontractor with tablets could potentially issue tasks to other subcontractors and so this is open to abuse

I am currently having the same dilemma however with the client potentially able to issue tasks to us (main contractor) to our sub contractors, of which they do not have any contractual links or duties.
