In order to stop users creating more than one form of the same name in a location, usually because they lost their place and didn't realise the form they had actually started had been saved, or one that was started some time ago. If there is already one of the name they are trying to make, the app should ask if they really want to make another.

This should be an option when developing a template, because it will not work for items such as daily diaries etc.
