When a question has a form action we can currently only associate one specific forms. We need the option to choose from multiple options. Similar to task action selection.

Now that Processes are available, this becomes even more necessary.
A process needs to have as few tasks as possible, to make it manageable. Therefore these "hold points" need to cover a number of actions. For example the hold point could be the MEP 2nd Fix, but that covers power, lighting, water and waste. All of these elements/subcontractors may have their own forms to be completed. Only being able to associate one form to the hold point task means having too many tasks to make the process manageable.
