At the moment there is no correct and explicit way to add process forms to process steps on New Web.
Classic has an option to Add/Edit Associated Form but this option is not available on the new version.
There is a ridiculous workaround this on New Web which was sold to me as the "correct intended method". The workaround is to try to set the process step status to a Complete status and that will require a form to be created. This does not always work as sometimes forms created like this will not appear in the Sign Off Sheet Report.
