As it's created by the said user, I don't see any harm for them being able to delete these forms at Draft status, especially when the FV website design does not give the user an option to cancel from creation once they went into it.

Desk top and tablet functions should mirror. On the desk top you should be able to cancel a form without any generated information as per the tablet
