We need the ability to issue tasks to a package without the package being tied to a single organisation. Individual tasks will still only be issued to one organisation, but each package may contain tasks for different organisations. Due to the number of packages we will have for this project, having to create a new package (Package 1A, Package 1B, Package 1C etc.) for every organisation that has a task on a package is not practical. We need all tasks for a package contained within that package, not spread across multiples of it.
