We need the ability to add non-users emails to the distribution list. This would save us from adding them to each individual form on each project.

We also need the ability to add active users from other org levels (i.e. client users)
The "control by roles" could be a setting. Some organizations are more fluid on their controls and the inability to enter an email / contact on the fly is a known competitive gap eliminating Field View from selection.
Yes, but only if it can be controlled, by roles. If it is added it must, by default be no.
