There is a checkbox, but it does not work, anyone can add a task to library, regardless of their security settings.
Actually the security setting's in FieldView generally too complex and weak, for example we have issues with Contractors being able to see all our data and the data from other contractors.

This issue was cataloged quite some time ago, and we will be doing better on our response times in the future. This feature currently exists but may not have been available at the time of the request.
