It is not currently possible to prevent users from reverting tasks or forms to previous statuses without completely revoking their ability to select a certain status.
Clean up notices are being failed status to inform Subcontractors will be charged, as main contractor are cleaned up the mess on behalf of subcontractors.
Subcontractor is then just Freudianly turning the status back to AFI, this results in missed costs being applied to subcontractors accounts.
