This is useful because it would allow us to make certain questions required for certain stages of the workflow. This would benefit all as if you have a multi-stage form where it gets handed over to another operative it would stop operatives who are not on the final close stage of the form to skip questions that are required from them. for example, we need a picture and then they hand it over to the office. the operatives are allowed to skip the picture even though it is required however, it's not required by workflow steps it's only required at the very end.
