When a form has been raised on a project but then subsequently removed it should not remain available to raise new instances. Currently, deleted templates can still be raised on the tablet although not the website.

We create form templates for specific projects that are most likely never to be used again once that project is complete. At ~30 or so per project, our list of templates is becoming unmanagable, not to mention mistakenly created templates. It would be useful to be able to archive/deactivate them so they don't appear in the list of available form templates.
